Why:
So I know what you all are thinking about: "What is this guy talking about, part 2 manga is not even half way there yet? JNC will surely license and release part 3 manga after they are done with part 2 manga, why even make the thread? Also Quof has already so much on his plate, do you want to overwork him to death?" And yeah, I agree that those are questions worth asking. But I also think there might be a reason to ignore all that.
With the season three of the anime airing this spring there will be loads of people wanting to know what happens in the story after the third season. They will be wanting more. Part 3 manga starts from where the anime will presumably end. Even though many of us know that those people should just read the light novel, some people have an avoidance of that, because they do not feel comfortable with reading books. Manga is fine for some of those people though. This would be a good chance to fulfill a demand that will be there in half a year's time.
The readers of light novel would no doubt be delighted to read the manga as soon as possible too.
I know that JNC will almost certainly release part 3 manga at some point. I primarely made this thread to at least put the question: "Is now the correct moment to start Bookworm part 3 manga?" into the heads of the correct people. Maybe they have already thought of that. Maybe they have even made some decision about that. Who knows? I don't, so I made this thread.
<edit>Also, currently no scanlation group is doing part 3 manga (unlike part 2) but I imagine that might change after the next season of anime. Starting part 3 manga before any appear might discourage scanlation groups from starting if there is an official release that has already gotten ahead of them.</edit>
(And yes, in Japanese part 2, part 3, and part 4 manga are ongoing simultaneously. Only part 1 is done.)
