That depends entirely on at what point in the storyline you put it. Rimuru (Reincarnated) starts out as a stronger-than-normal slime and continues evolving throughout the story until he's on the level of the gods, while Azusa (300 years) stops getting stronger once she hits max level.
Early Rimuru versus start-of-story-after-300-years Azusa? It'd be Azusa. Late Rimuru versus Azusa? It'd be Rimuru.

@guspaz we can have Both at the beginning (at there weakest), both at a sort of "Standard" power and both at their most powerful. Also, it is stated that Azusa still gets experience so she still may get stronger
