will J-novel translate the arifureta short story collection or not? and if not why?

We don't know. I hope so and would totally buy them considering they even come with new stories and illustrations too. But there's also a lot of overlap with stuff from the Premium Editions already put out so it's really up to Sam. Maybe it'll be one of the licenses at Anime NYC.

So it seems it was released in Japan back in September, does anyone know what the contents are? If it's completely the same short stories that the premium epubs and Seven Seas paperbacks have been including, then it might be kind of a waste of a license, and people that already bought the premium epubs would probably not be getting their money's worth (not to mention Seven Seas probably wouldn't feel the need to print it). I guess it just depends on the contents. It's been out in Japan for over a month, does anyone know what's inside?

Someone has a incomplete list on the wikia. Mostly bonus stories from volumes 1-5 although we don't know if Sam's premium bonuses have all of them considering just how many there are for every volume. There also seems to be unmarked stuff too. I'd love to check my copy, but I don't have it on hand sadly.

The intro paragraph to the wikia even says that it contains stories from J-Novel's premium editions. It says there will be some "new and original stories" but there are none listed that are not also listed in Sam's list here.

A bit late, but I'll throw in my two cents. About one fourth of the book is a completely new short story written specifically for the collection. Among the others, there were seven shorts that I don't recall being included with the premium copies:
