I believe it's been stated somewhere that one of the main metrics that determine whether j-novel decides to make a print edition of a series is sales numbers, with an average of around 5,000 copies per volume being stated as an unofficial threshold. I don't know what the sales figures for Amagi Brilliant Park are, but I imagine they have yet to reach that threshold.
That said, I imagine there are lots of other factors that have to be taken into account as well.

While 5,000 digital sales per volume is frequently stated as a good JNC rule of thumb I'm guessing they would treat differently a series which got this amount as a slow burn or one which got it very quickly.
What JNC are really trying to determine is whether or not they would be likely to sell a minimum print run of around 3,000 physical copies within a reasonable timeframe (or more if market conditions have changed). From that perspective I think they might treat a series which is just about to get an anime differently to one which had one several years ago. The fact it had an anime at all should be a plus for it though, especially as the show and author are both successful.

@shiny thanks for the insight and knowledge. though I'm sure it hasn't sold enough digitally, I can't see using anime adaptations as a rule of thumb, especially when considering shouji Gatoh's other work. Full Metal Panic! While being a fantastic book and anime, seems to continue to struggle to finish its adaptation. Even almost 20 years later...

@waterdweller yes, thank you for your insight and knowledge. I do imagine other factors matter as well. Though, kadokawa now holds a majority stake in JNC, so hopefully they'll reconsider

They might hold a majority stake, but unless you have a really good reason to interfere with a business' internal operations, you'd generally want to stay hands off the actual day to day work and instead direct the company's long term strategic goals.

Unfortunately, the simple fact of the matter is that it's usually the opposite outcome. An older anime has been shown time and time again to be detrimental to light novel sales of that same series in English. A new anime (within the last year or two, but preferably airing after or during publication) has been shown to increase sales, though. Some exceptions exist such as republications of old Tokyopop releases such as FMP and Slayers, but those require considerable fanbases and reasons for fans to rebuy them (higher quality hardcovers and a modern retranslation, for example, both of which require a lot of up-front cost). If Kadokawa were to up-front the cost for Amagi and/or Kokoro Connect physicals, then it could be feasible, but I personally don't see that happening.
